Let the record show that at 10 o'clock this morning there is convened the subcommittee of the Senate Committee on the Judiciary, and that a hearing is now entered upon with respect to H. R. 3214, being an act to revise, codify, and enact into law title 28 of the United States Code entitled "Judicial Code and Judiciary." Owing to the length of this bill, it will not be set out in the record of this proceeding, but is incorporated solely by reference. The first witness this morning will be Senator Holland, of Florida. We will be glad to hear from Senator Holland. STATEMENT OF HON. SPESSARD L. HOLLAND, A UNITED STATES SENATOR FROM THE STATE OF FLORIDA Senator HOLLAND. Thank you, Mr. Chairman. I shall be brief, confining myself for the most part to asking for the incorporation in the record of statements of others than myself. My first point will be addressed to the question, an important one to the bar and litigants of my State, of securing statutory approval and direction for the holding of the term of the fifth circuit regularly each year at the city of Jacksonville, Fla. My remarks in this matter will be addressed to the proposed amendment of section 48 of the bill, on page 5. It will be noted that that part of that section 48 referring to the fifth circuit requires that sessions shall be held of the fifth circuit court at New Orleans, Atlanta, Fort Worth, and Montgomery. It so happens that my own State is farthest removed from New Orleans, the seat of the court, and that it itself is a State of long distances; that Jacksonville, within it, is most accessible from each direction in the State; that it has been found as the convenient place for the holding of court in the past by the circuit court whenever, in its judgment, it came there, though not under statutory authority.
