Mowinckel as Premier resigned on March 4th, and a Conservative Ministry was formed by M. Lykke. This change of government is due to the following causes: When the Storting met on the 11th January last, the Government submitted the new Budget in the usual course. This showed substantially lower figures than the present one. The budget voted by the Storting for 1925-26 stood at 438 600 000 kroner, whereas the one now introduced was for 417 500 000 kroner. The Conservatives (comprising two parties: Conservative and Independent Liberal) on the Storting Finance Committee, however, held that no actual reduction had been effected in the new budget; for, if the improvement of the krone since last year were taken into account, the budget presented would, on the contrary, show an increase. Taking the change in the sterling rate of exchange since the introduction of the budget last year, the increase in terms of gold kroner would be 55 millions. reference to the National Debt, which now stands at 1731 million kroner, the Conservatives stated that care would have to be taken to avoid a further increase, and that it should be reduced by larger annual payments than proposed by the Liberal Government. The Conservatives therefore proposed that the Storting should adopt a statement expressing this view, and, in addition, call upon the Government to endeavour to effect further reductions in the budget. With The Agrarian Party proposed the acceptance of a statement essentially the same as that submitted by the Conservatives. Towards the end of February the recommendation of the Finance Committee was laid before the Storting. M. Holmboe, Minister of Finance, asserted that the motions put by the Conservatives and Agrarians implied an openly expressed want of confidence in the Government, and as these two parties jointly commanded a majority (76 out of 150 members) the Government would have to resign. This cabinet question was brought to a head by the Prime Minister, who stated that even if these two motions were defeated the Government would nevertheless resign if the Conservative motion received the support of every Conservative member (54), and if the motion of the Agrarians was unanimously agreed to by that party (22 votes). This was also the result on a division being taken; the proposed votes of want of confidence were defeated, but each of the two motions received the unanimous support of its party, giving a «negative» majority against the Government, who thereupon had to resign. The late Mowinckel Ministry was formed on July 25, 1924, after the then Conservative Ministry, with M. Berge as Premier, had been defeated on a cabinet measure for the repeal of the Spirits Prohibition Act. The new Conservative Ministry comprises representatives of the co-operating Conservative and Independent Liberal parties. The Government may count upon the parliamentary support of the Agrarians, so that it will have a Storting majority of 76 members in matters of general policy. |
