Mr. R. G. Hall, who recently returned from an extended stay in India and Burmah, talked informally of his experiences, illustrating his remarks with lantern slides, most of which were made from photographs taken by Mrs. Hall. Mr. Rolfe spoke briefly of the activities of the F. A. E. S.

Mr. B. O. Mahaffey was elected Chairman and Mr. Walter E. McCourt, Secretary of the St. Louis Section for 1922.

Mr. Baxter L. Brown is in receipt of a letter from Mr. Elbert M. Chandler, Secretary of the American Society of Civil Engineers, requesting information as to the identity of engineers qualified by education, ability and experience to give advice and aid in research work.

This information is desired by the Research Information Service of the National Research Council, which does not make researches, but furnishes the names of available engineers and scientists on request. The service is a valuable aid in the securing of professional engagements.

Members of the Associated Societies are urged to furnish Mr. Brown with all possible information in regard to engineers interested or engaged in research work.

Radio Broadcasting. President Harding has transmitted a supplemental estimate calling for an appropriation of $50,000 to deal with the emergency caused by the rapid increase in radio broadcasting.

A summary of the preliminary report of the Technical Committee of the Radio Telephone Conference under the chairmanship of Dr. Stratton, Director of the Bureau of Standards, has been issued. It embodies tentative recommendations as to the methods and policies for radio telephone control. The conference strongly recommends the expansion of the authority of the Government into thorough control of transmission stations, and that the radio telephone may be considered a public utility. All recommendations are explained in great length and detail.

Muscle Shoals. No important development in the Muscle Shoals negotiations is expected to take place in the near future. The Senate practically has decided to let the matter go over until the treaties are out of the way. The House Committee has a great mass of testimony before it which will require time to analyze. Opinion of the Committee is so nearly evenly divided, neither group will have an opportunity to impose its desires on the other. As a result, an indefinite period will likely be necessary before a final report is made.

Board of Surveys and Maps. A public meeting of the Board was held on March 14th, to discuss the proposal to establish map information offices in the several states, and a report of the Federated American Engineering Societies on the progress of the Temple Bill, which provides for completion of the topographic map of the United States.

Consolidation of Railroads into a limited number of systems will be the subject of a hearing to begin on April 24th, before the Interstate Commerce Commission under the leadership of Commissioner Hall. The first session will be devoted to "roads in the southeastern region." This is the first action in this matter undertaken by the Commission following the adoption of its general plan last August.

National Screw Thread Commission. With a five year extension of its term, the National Screw Thread Commission is laying plans to perfect its tentative report on screw thread standardization and will undertake work on sheet metal, wire and tap sizes. It will formulate a report on the standardization of acme, square and special branches generally, as well as those for instruments and brass tubing.

U. S. Engineers' Reports. A report on Water Terminals has been issued in printed form from the office of the Chief of Engineers, with descriptions and general plans of terminals of appropriate types and construction for various commercial purposes and adapted to the varying conditions of tides, floods and other physical characteristics.

Cost of Paving Compiled by U. S. Bureau of Roads, Covering Types of Materials. The figures cover 68,000,000 square yards of paving constructed with Federal aid in all parts of the United States from 1916 to 1921. The following costs per square yard are average figures only: sand-clay, 18 cents; gravel, 46 cents; plain and surface-treated macadam, 95 cents; bituminous macadam, $2.10; bituminous concrete,

The Bureau is making a study of the changes in the type of roads suitable for traffic conditions on main traveled highways. It will show the changes since 1910.

Business Cycle Study by F. A. E. S. At the request of Secretary Hoover, the Federation has started to accumulate data to show steps that have been taken by industry to smooth out the business cycle. Each member society will be asked to cover the industries in its locality, and a special committee of the Washington Society of Engineers has been appointed to take charge of the work in co-operation with the Federation.

Topographic Mapping Appropriation. The Department of the Interior approriation bill has been reported out of conference, carrying $325,000 for topographic mapping, and this amount has been accepted by both the Senate and the House. This is the lowest appropriation in twenty years. It means that half the engineers on the present staff must be put on furlough at the beginning of the next fiscal year, and it may be necessary to cut state co-operation very appreciably. The

cut in appropriation was due to the Chairman of the House Committee, who held out for the original House recommendation of $275,000. The sum asked for was $425,000.

Alaska Coal Mines. The Department of the Interior has taken over the work heretofore done by the Navy Department in developing coal mines in Alaska. Director Bain will go to Alaska to formulate plans for proving the extent and value of the mines.

Patent Legislation. Public hearings are in progress on a bill introduced by Senator Stanley of Kentucky, and approved by the War Department, which proposes to amend the Patent Law so as to provide. a working clause. The bill is being fostered by the chemical industry. It is understood there will be strong opposition from other sources.

Highway Legislation. In an effort to give the states as much time as possible to plan their highway programs, the Senate has adopted an amendment to the Post Office Appropriation Bill providing $50,000,000 for Federal aid during the next fiscal year, with $65,000,000 for 1923, and $75,000,000 for 1924.
