Gentlemen, there is a personal matter which the chair wishes to refer to before resuming the work of the committee In this committee we all miss our colleague, Judge Madison, and I am sure that it is a source of great personal bereavement to each member of the committee, as it is to the chair. We were with him here on the most intimate terms. We all knew him and recognized his worth and value, and I consider his death as a great loss to the country, and especially to this committee. It really saddens me to meet in this room again, for the first time since his death, and miss him as I do miss him.
