For example, in the civil liberties chapter, it is shown how the emergencies of the Civil War, World War I and World War II led to curbs on civil liberties. As the emergency of World War II ended and the fear of communism receded, much of the 1960s and 1970s saw a relaxation in the demand for efficacy and a growing demand for representativeness. |
