Harry Quillian volunteered to

administrator or the chief administrator of the
agency. And he said that he thought it was
arguable that that was, anything that the
Chairman decided to disclose would have been an
authorized disclosure under the regulation.

that he had discussed the matter with Gray, and
Gray had told him that he was going to release

A. I believe the actual neno where Harry
Quillian says, "I hereby detail Anne Sobol to
Enforcement to work on this case," is dated
January 15. We talked about it for two or three
days before that.

Q. And again, if you have answered this, I

was just a messenger.

decision, and that as experienced of an attorney

as Ms. Sobol was, she was not an investigator;

all of the investigative experience in the agency was in our office, and asked why this was happening, and renewed my request to talk to the Chairman.

9. To any avail?

Somewhat. Shannon Fairbanks agreed

that Ms. Sobol would be detailed not to conduct
this investigation but to work on it under my

supervision.

And she told me that the reason this had happened was that Chairman Gray and she herself felt that the Lincoln case was going to be a very big controversial matter, and they wanted all the lawyers in the agency getting up

to speed and getting to work on it.

2. Was this the first time that anybody ever suggested to you that there was anything particularly unusual about the Lincoln situation?

A. Yes, I believe it was.
