A monarchy is that form of government in which the governing authority is vested in one person. A monarchy may be absolute or limited. In an abso lute monarchy the people have no law but the will of their ruler, who may be tyrannical, oppressive, and vicious. This is the most obnoxious of all forms of government, and grows less and less prevalent. Russia and Turkey are examples of this form of government. In a limited monarchy the power of the monarch is restrained by some other power, or by some higher law. England is a good example of this.
