The only exception in the entire Nnvy is that at some of our overhaul stations, in the overhauling of engines and planes — San Diego and Norfolk, Va.. being the two primary ones — we have a group of civilians who work on the overhauling of planes, just regular shop stuff. Otherwise, for all planes operating in the regular naval organization, the ground crews and operating force for them are bluejackets.
