That responsible officials take necessary action to obtain a common
understanding of the rules governing operation of trains within
yard limits and require a strict observance thereof.

That responsible officers give immediate consideration to the neces-
sity for increased protection for train movements over the crossing
involved.

That responsible officers take steps to insure proper enforcement of
the operating rule involved.

That responsible officials give consideration to the need of additional
protection for train movements.

That officials give consideration to discontinuacne of operation of
so-called lightweight cars between or ahead of standard cars.
That responsible officials adopt a method of operation for motor cars
which will provide more definite safeguards.

That responsible officials give consideration to further means of
insuring that the speed of trains operating under restrictive signal
indications will be properly controlled.

That responsible officials give consideration to adopting a safe method
of operation.

That this carrier immediately make necessary changes to provide an adequate block system.

Establish an adequate block system.

That responsible officials take steps to bring about discontinuance of unsafe practices and to enforce proper compliance with rule involved.

That officials promptly take steps to insure a proper understanding
of the rules and to correct the lax operating practices disclosed by
this investigation and that consideration be given to rearrangement
of the control of signal 249 to the end that the restrictive-speed
indication will not be displayed for and accepted by an approaching
train.

Establish an adequate block system.

Installation of some form of slide detector.

That responsible officers promptly take necessary measures to correct
the dangerous operating practices disclosed by this investigation.
That crossing signals be provided to give warning when train is
approaching.

That the clearance point of main track switches not equipped with
switch lights be clearly marked.

That speed restrictions be placed in effect on this line which will
provide for the safe movement of trains and that an adequate degree
of track maintenance be provided.

That arch bar trucks be removed from service at earliest practicable
date. That until arch bar trucks can be eliminated from service, a
reduction sufficient to guarantee safety of operation should be
made in the permissible load limit on cars equipped with such
trucks. That inflammables, explosives, or other dangerous articles
should not be transported in cars equipped with arch-bar trucks.
That provision be made in interchange rules whereby a receiving
line may refuse to accept from a connecting line any car equipped
with arch bar trucks.

That track on this line be placed in condition to provide for the safe
movement of trains and that an adequate degree of maintenance be
provided.
That increased supervision be exercised over car inspection and
repair work and adequate forces maintained properly to perform
such work. That the car inspection and repair forces be properly
instructed in regard to the matter of free slack in draft gear and
the recommended practice relative to inspection and maintenance
of draft gears and attachments be strictly complied with. That
the rules adopted as recommended practice of the Association of
American Railroads, Mechanical Division, Circular No. D. V.-826,
dated January 7, 1935, relative to inspection and maintenance of
draft gears and attachments by car owners, be made mandatory
and extended to include all cars, thereby insuring positive periodic
checks and conditioning of draft gears, couplers and their attach-
ments and supports.

That operating officials take necessary measures to insure proper un-

A rule requiring the use of hand brakes for the purpose of holding de-
tached portions of trains on grades should be put into effect.
That consideration be given to the need of additional protection on
this line.

from service as rapidly as practicable. That the use of wooden cars
associated in trains with cars of steel or steel-underframe construc-
tion be prohibited.

That a thorough check be made of present signal installation and
instructions be issued to insure that proper and adequate protection

over railroad crossings at grade. That all employers of drivers

obey all laws and regulations governing the movements of their
