Explanation

This book contains the rules and regulations constituting Title 48, revised as of January 1, 1965. It replaces the volume entitled "Title 48, Trade Agreements and Adjustment Assistance Programs" established in the Code of Federal Regulations at 28 F.R. 3972, Apr. 23, 1963.

This title sets out Presidential actions taken with respect to the trade agreements program and the adjustment assistance program and establishes procedures relating to the operation of such programs. The trade agreements program consists of the negotiation and administration of trade agreements entered into by the President, and especially under section 350 of the Tariff Act of 1930, as amended, and the Trade Expansion Act of 1962 (see Appendix to Title 48-Related Acts, immediately following Chapter IV). The adjustment assistance program consists of the furnishing of financial and other assistance to firms and workers affected by increased imports due to tariff concessions granted under trade agreements.

In particular, this title contains the text of all Presidential proclamations under the Trade Expansion Act of 1962 affecting United States tariffs and other import restrictions. This title also establishes the procedures whereby interested parties may make oral and written presentations to the Office of the Special Representative for Trade Negotiations on proposed trade agreements, and whereby firms and workers may, after investigation by the U.S. Tariff Commission, petition for adjustment assistance to the Department of Commerce and the Department of Labor, respectively.

The procedures of the U.S. Tariff Commission under the Trade Expansion Act of 1962, with regard to negotiation of trade agreements and the provision of adjustment assistance, are set out in Parts 201, 205, 206, and 207 of Title 19 of the Code of Federal Regulations.

The text in this volume is derived from the latest text of the rules and regulations, general and permanent in nature, duly promulgated in the Federal Register on or before December 31, 1964. Source materials should be consulted to determine the provisions in force on any given date. All dates appearing in citations of source are dates of publication in the Federal Register, and should not be construed as effective dates.

Current regulatory material appearing in the daily issues of the Federal Register follows the numbering system used herein and serves as a daily supplement hereto. This book contains the following finding aids: a list of CFR volumes; a list of superseded CFR volumes; a table of CFR titles

and chapters; an alphabetical list of CFR subtitles and chapters; and a list of sections affected which furnishes Federal Register citations to all changes in Title 48 beginning January 1, 1964, including changes which are no longer in effect.

A compilation of the list of sections affected for the entire code of Federal Regulations from January 1, 1949, through December 31, 1963, is published in a separate volume entitled "List of Sections Affected, 1949-1963."

A General Explanation of the Code of Federal Regulations appears in the volume containing Titles 1-4, in the General Index volume, and in the volume entitled "List of Sections Affected, 1949–1963.”

This volume is published pursuant to Part 30 of the regulations of the Administrative Committee of the Federal Register, as revised August 18, 1964 (29 F.R. 11790; 1 CFR Part 30), under the authority contained in section 11 of the Federal Register Act (67 Stat. 388, as amended; 44 U.S.C. 311). The contents of the Federal Register and of the Code of Federal Regulations are by law prima facie evidence of the text of the original documents and are required to be judicially noticed (49 Stat. 502, 67 Stat. 388; 44 U.S.C. 307, 311). The approved citation of the Code is “CFR.” Thus the citation "48 CFR 1.1" refers to section 1.1 of this Title.
