[No. 3.] AN ACT TO AMEND ACT No. 50, ENTITLED "AN ACT MAKING APPROPRIATIONS FOR THE NECESSARY EXPENSES OF CARRYING ON THE GOVERNMENT OF PORTO RICO FOR THE FISCAL YEARS ENDING JUNE 30, 1924, AND JUNE 30, 1925, RESPECTIVELY, AND FOR OTHER PURPOSES," APPROVED BY THE LEGISLATURE OF PORTO RICO JULY 14, 1923, AND FOR OTHER PURPOSES. Be it enacted by the Legislature of Porto Rico: Section 1. That the items "Salaries, Common Schools", "Salaries, High Schools", "For proportional increase in the salaries of teachers of Vieques and Culebra," and "Total, Department of Education", in the general appropriation act of the Government of Porto Rico for the fiscal years ending June 30, 1924, and June 30, 1925, respectively, and under the heading of Department of Education, are hereby amended as follows: 66 Salaries, Common Schools: Fifty one principals at $1,125 each for ten months, $57,375; one thousand five hundred English and Spanish graded teachers, at $900 each for ten months, $1,350,000; Provided, That among the thirteen hundred teachers of this category who figure in the budget for the years 1921-22 and 1922-23 there be maintained the same proportion as up to the present, as regards the distribution of said teachers; and that of the two hundred positions increased by the present general budget it shall be required and is hereby required of the Commissioner of Education, that he first fill the new positions which the municipality of San Juan needs on account of the increased number of schools and the pupils in said municipality; Provided, further, That the distribution of the new positions for the municipalities of the Island that require new teachers of this class, shall be made in the same proportion which is now maintained in the former positions. Three hundred, special graded teachers of English for consolidated rural schools at $1,000 each for ten months, $300,000; For special teachers of English whose salaries shall be fixed by the Commissioner of Educa tion with the approval of the Executive Council, $300,000; two thousand one hundred rural teachers at $702 each, for ten months, $1,474,200; forty-five special teachers of agriculture, at $1,125 each, for ten months, $50,625; Provided, That special teachers of agriculture having no agricultural degree shall be prepared in an agri [No. 3.] PARA ENMENDAR LA LEY No. 50, TITULADA "LEY FIJANDO EL PRESUPUESTO DE LOS GASTOS NECESARIOS PARA EL SOSTENIMIENTO DEL GOBIERNO DE PUERTO RICO EN LOS AÑOS ECONOMICOS QUE TERMINARAN EL 30 DE JUNIO, 1924 Y EN 30 DE JUNIO, 1925, RESPECTIVAMENTE, Y PARA OTROS FINES," APROBADA POR LA ASAMBLEA LEGISLATIVA DE PUERTO RICO EN JULIO 14, 1923, Y PARA OTROS FINES. Decrétase por la Asamblea Legislativa de Puerto Rico: Sección 1. Que las partidas: "Sueldos, Escuelas Comunes," "Sueldos, Altas Escuelas," "Para aumento proporcional en los sueldos de los Maestros de Vieques y Culebra" y "Total, Departamento de Instrucción" en el presupuesto general del Gobierno de Puerto Rico para los años económicos que terminarán en 30 de junio, 1924 y en 30 de junio, 1925, respectivamente, y bajo el capítulo del Departamento de Instrucción, quedan por la presente enmendadas como sigue: "Sueldos, Escuelas Comunes: Cincuenta y un principales, a $1,125 cada uno, por diez meses, $57,375; mil quinientos maestros graduados, inglés y español, a $900 cada uno por 10 meses, $1,350,000; Disponiéndose, que en los mil trescientos maestros de esta categoría que figuraron en el presupuesto para los años de 1921-22 y 1922-23, se mantenga la misma proporción sostenida hasta ahora, en cuanto a la distribución de dichos maestros; y que de las doscientas plazas aumentadas por virtud del presente presupuesto general, se requiera, como por este medio se requiere, al Comisionado de Instrucción, para que cubra en primer término las nuevas plazas que ha menester la municipalidad de San Juan, por virtud del aumento de escuelas y del número de alumnos habidos en dicha municipalidad; Disponiéndose, además, que la distribución de las nuevas plazas para las municipalidades de la isla que requiriesen nuevos maestros de esta categoría, será hecha en la misma proporción que actualmente se sostiene en las plazas anteriores. Trescientos maestros graduados de inglés especiales para escuelas rurales consolidadas, a mil (1,000) dólares cada uno por diez meses, $300,000; Para maestros especiales de inglés, cuyos sueldos serán fijados por el Comisionado de Instrucción con la aprobación del Consejo Ejecutivo, $300,000; Dos mil cien maestros rurales, a $702 cada uno por diez meses, $1,474,200; Cuarenta y cinco maestros especiales de agricultura a $1,125 cada uno, por diez meses, $50,625; Disponiéndose, que los maestros especiales de agricultura que no poseyeren títulos de agricultura deberán cultural course, in each school year, at the Mayagüez Agricultural Experiment Station; and they shall daily perform their work, establishing and developing truck gardens in all rural schools and cooperating with the respective agents of the Department of Agriculture and Labor in the formation, maintenance and development of agricultural farms in each municipality to serve as a scientific education to the school population as well as an experimental field for the benefit of agriculturists of the Island in the application of scientific methods and modern systems. Eighty special teachers of needlework and embroidery, at $520 each for ten months, $41,600; twenty special teachers of music, drawing and physical education, at $1,000 each, for ten months, $20,000; extra compensation to one hundred graded teachers acting as principals, at $100 each for ten months, $10,000. Provided, That graded teachers acting as principals in a school of more than eight rooms, shall not be in charge of any room. One hundred and eighty-seven continuation teachers at $1,125 each, for ten months, for the towns of San Juan, Río Piedras, Carolina, Río Grande, Fajardo, Naguabo, Vieques, Humacao, Yabucoa, Arroyo, Patillas, Juncos, Loíza, Caguas, San Lorenzo, Guayama, Salinas, Santa Isabel, Cayey, Comerío, Aibonito, Barros, Coamo, Juana Díaz, Ponce, Guayanilla, Peñuelas, Yauco, Guánica, San Germán, Sabana Grande, Cabo Rojo, Lajas, Mayagüez, Maricao, Las Marías, Añasco, Lares, Aguada, San Sebastián, Aguadilla, Hatillo, Naranjito, Isabela, Quebradillas, Utuado, Adjuntas, Camuy, Arecibo, Manatí, Toa Alta, Barceloneta, Ciales, Vega Baja, Vega Alta, Corozal, Toa Baja, Bayamón, Gurabo, Cidra, Morovis, Luquillo and Ceiba, $210,275; Provided, That no continuation school shall be maintained in any of the municipalities enumerated, unless there shall be at least twenty pupils of the ninth or tenth grade; And provided, further, That such municipalities as shall not have the number of twenty pupils aforesaid, may join or associate with other contiguous municipalities, for the purpose of opening and establishing continuation schools in the town having the larger number of inhabitants; provided it is feasible to transport the children to the place where such schools shall have been established; And provided, further, That of these teachers such as may be necessary for the establishment of the eleventh grade in the Comerío continuation school shall be assigned thereto. To aid third-class municipalities in paying for continuation school equipment, $20,000. Ochenta maestras especiales de trabajos de aguja y bordados, a $520 cada una por diez meses, $41,600; Veinte maestros especiales de música, dibujo y enseñanza física, a $1,000 cada uno, por diez meses, $20,000; Compensación extraordinaria para cien maestros graduados que actúen como principales, a $100 cada uno por diez meses, $10,000; Disponiéndose, que los maestros graduados que actúen como principales en escuelas de más de ocho salones, no tendrán a su cargo ningún salón; Ciento ochenta y siete maestros de continuación a $1,125 cada uno por diez meses, para los pueblos de San Juan, Río Piedras, Carolina, Río Grande, Fajardo, Naguabo, Vieques, Humacao, Yabucoa, Arroyo, Patillas, Juncos, Loíza, Caguas, San Lorenzo, Guayama, Salinas, Santa Isabel, Cayey, Comerío, Aibonito, Barros, Coamo, Juana Díaz, Ponce, Guayanilla, Peñuelas, Yauco, Guánica, San Germán, Sabana Grande, Cabo Rojo, Lajas, Mayagüez, Maricao, Las Marías, Añasco, Lares, Aguada, San Sebastián, Aguadilla, Hatillo, Naranjito, Isabela, Quebradillas, Utuado, Adjuntas, Camuy, Arecibo, Manatí, Toa Alta, Barceloneta, Ciales, Vega Baja, Vega Alta, Corozal, Toa Baja, Bayamón, Gurabo, Cidra, Morovis, Luquillo y Ceiba, $210,275; Disponiéndose, que no se sostendrá ninguna escuela de continuación en ninguna de las municipalidades enumeradas, a no ser que haya por lo menos veinte alumnos de noveno o décimo grado; Y disponiéndose, además, que aquellos municipios que no llegaren al número de veinte alumnos indicado podrán unirse o asociarse a otros municipios contiguos con el fin de abrir e instalar escuelas de continuación en el de mayor número de habitantes, siempre que sea factible el traslado de los niños al sitio donde se hubieren establecido dichas escuelas; Y disponiéndose, además, que de estos maestros se asignarán los que fueren necesarios para el establecimiento del undécimo grado en la escuela de continuación del pueblo de Comerío; Para ayudar a los pueblos de tercera clase para el pago de equipo de escuelas de continuación, $20,000; En junto, $3,834,175." 66 'Salaries, High Schools: For principals, assistant principals, teachers and janitors of the high schools of San Juan, Ponce, Mayagüez, Arecibo, Humacao, Fajardo, Aguadilla, Bayamón, Caguas, Guayama, Lares, Utuado, Cayey, San Germán, Vieques and Yauco, $295,000; In all, $295,000." "For proportional increase in the salaries of the teachers of Vieques and Culebra and the supervisor for the school district of Vieques, $4,800. In all, $124,800." "Total, Department of Education, $4,685,241.25." Section 2.-All laws or part of laws in conflict herewith are hereby repealed. Section 3.-This Act being of an urgent character shall take effect immediately after its approval. Approved, August 27, 1923. [No. 4.] AN ACT TO AMEND SECTIONS 8 AND 12 OF AN ACT (No. 36) ENTITLED "AN ACT TO PREVENT AND AID IN THE SETTLEMENT OF STRIKES AND LOCKOUTS," APPROVED JUNE 3, 1919, AND TO ADD A NEW SECTION TO THE SAID ACT, AND FOR OTHER PURPOSES. Be it enacted by the Legislature of Porto Rico: Section 1.-That Section 8 of "An Act to prevent and aid in the settlement of strikes and lockouts," approved June 3, 1919, is hereby drafted to read as follows: "Section 8.-That the Mediation and Conciliation Commission shall have power, in case of the need of an investigation, to administer oaths,, to issue summons, and to compel the appearance of witnesses and require them to testify, and to compel the production of books, papers, documents, etc., and to conduct the investigations and hearings, and to exercise such other similar powers as may be necessary, but in no case shall it have power to impose penalties for strikes, stoppage of work, or lockouts; Provided, That the proper district court shall have power to punish any disobedience of any lawful order of the commission as for contempt; Provided, further, That any employer or workman, or representative thereof, who may |
